Lucknow, Jul 29 (PTI) Uttar Pradesh Chief Secretary S P Goyal on Wednesday directed district administrations to expedite farmer registration under the Centre’s farmer registry programme, complete preparations for the Kharif 2026 digital crop survey and ensure prompt relief and rescue operations in flood-affected areas, according to an official statement.
The directions were issued during a weekly review meeting held through video conferencing with divisional commissioners and district magistrates, the Chief Secretary’s Office said in the statement.
Reviewing the programme, Goyal asked district magistrates to regularly monitor the progress of registrations and ensure that all eligible farmers are covered.
He directed officials in districts where
the pace of registration was slow to make special efforts to achieve the targets set by the Centre within the stipulated timeframe.
According to the statement, Uttar Pradesh has completed the registration of 24,594,831 farmers, or 85 per cent of the Centre’s target, placing the state 10th nationally. Ghaziabad and Rampur have achieved 100 per cent of their registration targets.
The statement mentioned that the work of determining land parcel shares has reached 88.92 per cent across the state, with Amroha, Hardoi, Pilibhit, Shahjahanpur, Mahoba, Bahraich, Hamirpur, Moradabad and Lalitpur recording over 99 per cent progress.
Goyal also directed officials to complete all preparations for the Kharif 2026 e-Khasra Padtaal (digital crop survey), scheduled to begin on August 16.
He asked district administrations to ensure timely selection, onboarding and training of surveyors and complete allocation of survey work before the exercise begins.
Reviewing the Nand Baba Milk Mission, the chief secretary directed officials to promote milk production across districts, encourage the formation of dairy cooperative societies in villages and ensure that milk producers receive remunerative prices at the village level.
The statement said the requirement of availing 35 per cent bank credit under the mission has been made optional, allowing beneficiaries to establish units through their own financial resources. The subsidy amount will be transferred directly to beneficiaries’ bank accounts through the Direct Benefit Transfer (DBT) system.
According to the statement, district-level dairy conclaves will be organised across the state in August with participation from public representatives, senior officials and bankers to spread awareness about the schemes and address issues faced by dairy farmers.
Reviewing the flood situation, Goyal directed officials to carry out relief and rescue operations in affected areas with “full preparedness, coordination and sensitivity”.
He asked district magistrates to regularly visit flood-hit areas, ensure timely distribution of ration kits to affected families and maintain continuous monitoring of relief measures, while keeping a close watch on vulnerable locations, it added. PTI KIS MPL MPL
