India and Russia have renewed their commitment to working together against terrorism, stressing the need for deeper cooperation at both bilateral and international levels. The two sides said they remain united against threats such as terrorism, extremism, organised crime, money laundering, terrorist financing and drug trafficking.
Both leaders underlined their determination to tackle terrorism in every form. They highlighted the importance of preventing the movement of terrorists across borders, shutting down financial networks, and removing safe havens that allow such groups to operate.
In a strong joint message, the two countries condemned recent attacks, including the strike in Pahalgam, Jammu and Kashmir, on April 22, 2025, and the assault
at Crocus City Hall in Moscow on March 22, 2024.
They said they “unequivocally condemned all acts of terrorism as criminal and unjustifiable, regardless of their motivation by any religious or ideological pretexts, whenever, wherever, and by whomsoever they may be committed.”
The two leaders also urged coordinated global action against all UN-listed terrorist groups, naming organisations such as Al Qaeda, ISIS/Daesh and associated entities.
Their call focused on destroying safe havens, curbing the spread of extremist ideology, cutting off funding routes and tackling links between terrorism and transnational crime. They further emphasised the need to stop the movement of terrorists across borders, including foreign fighters.
Both countries reaffirmed that cooperation and collective effort remain essential to defeating terrorism in all its forms.
