The Meghalaya Cabinet on Friday approved several important decisions, including buying more land in New Shillong Township, changing the rules for hiring Group D staff, and increasing the state’s fiscal deficit limit.
Chief Minister Conrad K Sangma said the cabinet agreed to buy 35 acres of land at Tynring to build a corridor connecting the Administrative City and Knowledge City in New Shillong Township. This land will also help move the Central Jail from its current location.
Sangma said” “This is an important step as we continue to develop New Shillong. The extra land is needed to make sure there is good connectivity between the Administrative and Knowledge City areas.”
The Cabinet also changed Rule 6(D) of the Meghalaya Ministerial District Establishment
Service Rules, 2017, to make the hiring process for Group D jobs clearer. For years, two different office memos from 1996 and 2017 caused confusion about whether 50 percent of Group D jobs should go to Regular Casual Workers or be filled by direct recruitment.
The chief minister said: “Today, the cabinet has solved this long-standing issue. We have decided to follow the 1996 memo. Now, 50% of Group D jobs will be given to Regular Casual Workers.”
The cabinet also approved changes to the Meghalaya Fiscal Responsibility and Budget Management (FRBM) Act, 2006, raising the state’s fiscal deficit limit from 3% to 3.5% of GSDP. Sangma pointed out that this will give the state more room to borrow money and help with development.
The cabinet also agreed to reappoint Justice Shivaji Pandey as President of the Meghalaya State Consumer Disputes Redressal Commission. Additionally, the cabinet approved Service Rules for the Commission, allowing it to set up its own recruitment board.
