The Commission for Air Quality Management (CAQM) on Monday implemented Stage 3 of the Graded Response Action Plan (GRAP) in the national capital after Delhi’s Air Quality Index (AQI) touched 425 at 9 am,
entering the ‘Severe’ category.
According to the CAQM, Delhi’s AQI, which was 362 on November 10, showed a sharp rise and reached 425 by 9 am on November 11, due to calm winds, a stable atmosphere, and unfavourable meteorological conditions.
In view of the deteriorating air quality, the Sub-Committee of the CAQM decided to invoke all measures under Stage 3 of GRAP—applicable when the AQI ranges between 401 and 450—with immediate effect across the National Capital Region (NCR).
These restrictions come in addition to the actions already in force under Stages 1 and 2 of the GRAP to prevent further deterioration of air quality.
Restrictions Imposed Under GRAP Stage 3
With Stage 3 now in force, all construction and demolition activities have been banned in Delhi-NCR. Operations of stone crushers and mining sites have also been halted. Local authorities have been directed to ensure strict dust control measures at all construction zones and step up on-ground monitoring.
The use of diesel generators has been prohibited, while measures like water sprinkling on roads and round-the-clock monitoring at pollution hotspots have been intensified to curb dust and emissions.
Further Deterioration Feared
CAQM officials said the decision was preventive in nature, aimed at averting a deeper crisis as weather conditions remain unfavourable. They warned that Delhi’s air quality could worsen further in the next 24 hours if wind speed and temperature remain stagnant.
Authorities have advised residents to avoid outdoor activities, especially in the morning and evening hours, wear masks, and use air purifiers indoors. All enforcement agencies have been instructed to remain on high alert and ensure continuous field monitoring across the NCR.
