A staggering 2,12,968 dog bite cases were reported across Jammu and Kashmir districts between 2022 and 2025 with districts like Jammu and Srinagar having reported the highest average daily bites, whereas Shopian and Ramban saw the least per day. The data came in response to a starred question from National Conference MLA Mubarak Gul in the J&K Assembly with the government giving a district wise data.
The average number of dog bite cases reported daily in Jammu & Kashmir from 2022 to 2025 is approximately 145.87 cases per day.
On the intervention front, the minister said that significant progress in animal birth control and anti-rabies vaccination efforts has been done and from June 2023 to September 2025, a total of 48,908 dogs underwent sterilisation,
surpassing initial targets.
Highest and Lowest Incidents
Srinagar and Jammu districts report the highest number of total dog bite cases, with averages of 24.94 and 37.60 bites per day, respectively. Shopian district experienced the lowest average daily bites, with fewer than 1 case per day over four years.
Kashmir Division recorded more cases (1,14,498) than Jammu Division (98,470), amounting to an average of about 78.51 bites per day in Kashmir and 67.41 in Jammu. Data shows that districts with major urban centres, like Jammu and Srinagar, reported the largest caseloads, indicating urban-rural differences in dog bite incidents.
Over four years, more than two lakh dog bite cases were reported across both divisions, averaging nearly 53,000 cases per year in the Union Territory.
In Srinagar, the epicentre of urban challenges, the SMC has launched year-round ABC drives under Phase-1 of the program. Under this initiative, 1,433 street dogs were sterilised, and 1,470 received anti-rabies shots.
In the reply, it said that the Srinagar Municipal Corporation is establishing ABC-ARV (Animal Rabies Vaccination) operations, ensuring comprehensive coverage. “With three dedicated ABC centres now operational, the capacity to sterilise and immunise street dogs within SMC limits is set to expand tenfold, promising a more proactive stance against the stray crisis,” it said.
