Bhopal, Jun 2 (PTI) The Madhya Pradesh cabinet on Tuesday approved a scheme, which will allow people not possessing land titles for their properties, to obtain officially-registered property documents, enabling them to access bank loans using their land as collateral.
The cabinet gave a go-ahead to the ‘Svamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026’ (Ownership Rights Record Execution and Registration Scheme) during its meeting chaired by Chief Minister Mohan Yadav, an official said.
Under the scheme, the cabinet decided to register the rights records created under the Svamitva Yojana to facilitate easy access to loans for landholders in the state, he said.
“Deeds of conveyance will be executed and registered so that citizens can
obtain loan for housing construction, business and agricultural activities, as needed, to strengthen their livelihoods and economic status. The implementation of this scheme will be completed under a special campaign,” the official said.
A total of 68.11 lakh rights records have been created so far, including 48.32 lakh private properties. Citizens will not be charged stamp duty or registration fees for the registration of title deeds. The state government will bear the entire expenditure of Rs 3,800 crore, the official said.
It is noteworthy that Madhya Pradesh will be the first state to secure land rights for citizens living in rural areas, paving the way for their economic progress.
Under the SVAMITVA scheme, title deeds have been created using drone technology to provide legal rights to citizens living in rural areas of Madhya Pradesh, the official said.
For the effective implementation of the scheme, a committee will be formed under the chairmanship of the Commissioner of Land Resource Management to issue detailed guidelines, determine procedures, and conduct periodic reviews.
This committee will include the Inspector General of Registration and Superintendent of Stamps, the Commissioner of Treasury and Accounts, the Commissioner-Director of Panchayat and Rural Development Department, and the Managing Director of MPSEDC, with subject matter experts permitted as needed.
Rs 10 crore have been approved at the state level for the scheme’s publicity, printing expenses, and public awareness activities. The revenue department has been authorised to issue a detailed circular of the scheme and clarifications as needed from time to time.
The cabinet also approved approximately Rs 17,059 crore under the Public Health and Medical Education Department to strengthen the health system.
It also approved Rs 14,363.95 crore for the continued operation of the Medical College-Affiliated Hospital Scheme from April 1, 2026 to March 31, 2031.
Under the scheme, the state government operates medical colleges and affiliated hospitals at 12 district headquarters to provide free, quality healthcare facilities to the general public and develop medical human resources in the state.
Also, Rs 657 crore have been approved for a scheme related to strengthening post-graduate courses in medical colleges, the official said.
The cabinet also ratified the decision of the state government to exempt the Hindi feature film “Tanvi The Great”, directed by Anupam Kher, and the Hindi feature film “Shatak: 100 Years of the Union”, directed by Ashish Mall, from SGST on their screening in Madhya Pradesh.
It also ratified the order issued on May 10, 2026 regarding the formation of a single-member judicial inquiry commission under the chairmanship of retired Justice of Madhya Pradesh High Court Sanjay Dwivedi for judicial inquiry into the loss of life caused by the cruise accident on April 30, 2026 at Bargi Dam in Jabalpur, the official added.
