Hopes of Andhra Pradesh Congress Committee (APCC) President YS Sharmila entering the Rajya Sabha have suffered a setback after the Congress high command left her out of its list of nominees from Karnataka.
Despite reports that Sharmila discussed her Rajya Sabha prospects with Rahul Gandhi even after the election notification was issued, her name was missing from the final list of candidates announced by the party.
The Congress eventually finalised the candidatures of party president Mallikarjun Kharge, AICC national spokesperson Pawan Khera, and Mansoor Ali Khan, son of former Union Minister C.M. Ibrahim, for the three Rajya Sabha vacancies from Karnataka.
The development has triggered fresh debate over why Sharmila, who was once seen as a potential
asset for the Congress in Andhra Pradesh, failed to secure a berth in the Upper House.
Expectations Versus Reality
When the Congress appointed Sharmila as the APCC chief, the leadership believed her entry would revive the party’s fortunes in Andhra Pradesh. The calculation was straightforward: she is the daughter of former Andhra Pradesh Chief Minister YS Rajasekhara Reddy and the sister of former Chief Minister YS Jagan Mohan Reddy.
Congress strategists expected YSR’s loyal voter base and supporters to gravitate towards Sharmila, helping rebuild the party’s weakened presence in the state. They also believed her strained relationship with Jagan could work to the party’s advantage by attracting anti-Jagan leaders and cadres looking for an alternative political platform.
However, those expectations never translated into electoral gains. Under Sharmila’s leadership, neither she nor the Congress succeeded in winning a single seat in the 2024 Andhra Pradesh Assembly elections.
Leadership Under Scrutiny
Political analyst Pole Vikram told News18 that there is a significant difference between campaigning for established leaders and independently leading a political party.
“Promoting leaders such as YS Rajasekhara Reddy or Jagan Mohan Reddy and contributing to a party’s campaign is one thing. Demonstrating leadership by independently building and leading an organisation is entirely different,” he said.
According to Vikram, the Congress leadership expected Sharmila to generate momentum for the party, especially given her experience of campaigning extensively for Jagan in the past.
“There was hope that Sharmila would bring fresh energy to the Congress. She had already proven her campaigning abilities during Jagan’s political rise. But somewhere, things did not click. There has also been criticism that she failed to carry all sections of the party along with her. Several leaders left the party despite the Congress already having a limited organisational base in the state,” he observed.
Failure To Rebuild The Party
Political observers argue that Sharmila’s challenges did not end with the elections. Critics say she was unable to maintain the party’s relevance afterwards. Apart from occasional statements targeting Jagan Mohan Reddy and the ruling NDA coalition government in Andhra Pradesh, there has been little evidence of organisational growth under her leadership.
This perceived lack of political impact may have influenced the Congress high command’s decision to overlook her for a Rajya Sabha nomination.
Karnataka Equations Worked Against Her
Many within Congress circles believed Karnataka would offer Sharmila a pathway to the Rajya Sabha. However, the state’s evolving political dynamics appear to have worked against her.
The recent transition of power from Siddaramaiah to DK Shivakumar as Chief Minister created a delicate balancing act for the party leadership. The Congress needed to accommodate competing interests within both camps while also ensuring representation for key national leaders.
The nomination of party president Mallikarjun Kharge was itself a major priority, leaving limited room for additional political considerations.
Although Sharmila is believed to share close ties with DK Shivakumar’s family, analysts suggest that even Shivakumar may have lacked the political flexibility to push her candidature under the current circumstances.
“Reports have long suggested that DK Shivakumar played a role in facilitating Sharmila’s appointment as APCC chief. Under normal circumstances, he may have been able to support her Rajya Sabha bid as well. But the situation in Karnataka today is very different,” Vikram said.
“The Congress is facing political challenges both nationally and in several states. The party is looking for leaders who can actively deliver results and strengthen its organisation. In such a scenario, it becomes difficult to justify offering a crucial position like a Rajya Sabha seat to a leader who has yet to demonstrate significant political impact,” he added.
From Jagan’s Campaigner To Congress Leader
Sharmila’s political journey has been marked by dramatic turns. In 2012, she undertook the famous Maro Praja Prasthanam padayatra to strengthen the YSR Congress Party founded by her brother Jagan Mohan Reddy.
After Jagan became Chief Minister in 2019, differences reportedly emerged over political importance and family property matters. In 2021, Sharmila left Andhra Pradesh politics and launched the YSR Telangana Party in Telangana.
The party, however, struggled to make a significant electoral impact. Ahead of the 2024 elections, she merged her party with the Congress and took charge as the Andhra Pradesh Congress president.
Two years later, despite hopes of being rewarded with a Rajya Sabha seat, Sharmila remains on the sidelines, facing difficult questions about her political relevance and future role within the Congress.
