After months of uncertainty and multiple site changes, Bengaluru’s proposed Skydeck observation tower may finally be headed to west Bengaluru. Government officials are now considering a large parcel of land in the Challaghatta–Bheemanakuppe area as the most viable location for the long-delayed project, which aims to create a landmark viewing tower for the city.
The proposed skydeck, planned to rise about 250 metres, has been under discussion for more than a year but has struggled to move forward due to land, safety, and clearance related challenges at earlier shortlisted sites.
Site Inspection in Kempegowda Layout
The latest location under consideration lies within the Nadaprabhu Kempegowda Layout, a Bangalore Development Authority developed area
in west Bengaluru. Deputy Chief Minister D K Shivakumar, who has been closely associated with the project, recently visited the site along with senior officials to assess its feasibility.
Officials said the land parcel spans about 46 acres and is owned by the development authority, which significantly reduces complications related to acquisition or ownership disputes. The site is located roughly 1 km from the Bengaluru–Mysuru access controlled highway and about 500 metres from a major arterial road, making it accessible without directly abutting high speed corridors.
Why West Bengaluru Is Emerging as the Preferred Choice
One of the key reasons this site is being favoured is the absence of aviation and safety related restrictions that affected earlier proposals. Several previously suggested locations were found to be too close to sensitive airspace or had operational concerns that would have delayed approvals.
Officials involved in the inspection indicated that the Challaghatta–Bheemanakuppe location offers fewer regulatory hurdles and better long-term planning flexibility compared to earlier options.
A Project That Has Moved Across the City
The skydeck project has seen a series of location changes since it was first announced. Initial proposals included sites in Baiyappanahalli, Hemmigepura, land owned by Karnataka Soaps and Detergents Limited, and portions of the Bangalore University campus. A 30-acre site in Kommaghatta was also evaluated.
Each of these options faced obstacles, ranging from opposition by local residents and academic institutions to concerns about height restrictions and air safety. In one instance, land that had been acquired by the Karnataka Industrial Areas Development Board for a road project could not be used after the NICE Road authority declined to issue a no objection certificate.
Cost, Vision, and Urban Impact
The Karnataka government has estimated the cost of the skydeck project at around Rs 500 crore. The structure is envisioned as a major tourism attraction, offering panoramic views of the city skyline and acting as a signature landmark for Bengaluru.
Officials believe that locating the project in west Bengaluru could also spur infrastructure development in the surrounding Kempegowda Layout, an area that has long sought better civic amenities and connectivity. The skydeck is expected to generate footfall, employment, and commercial activity once operational.
Part of a Larger Urban Strategy
The skydeck proposal reflects a broader effort by the state government to create iconic public infrastructure while also decongesting central parts of the city. In mid 2025, the government had already signalled its intention to move the project away from central and southwest Bengaluru to avoid safety issues linked to proximity to Kempegowda International Airport.
Public feedback exercises and multiple feasibility reviews were conducted as authorities searched for a balance between visibility, safety, access, and minimal disruption to existing neighbourhoods.
What Lies Ahead
While no final announcement has been made, officials say the latest site inspection suggests renewed momentum for the project. With land ownership clear and fewer legal barriers, the Challaghatta–Bheemanakuppe site could help break the deadlock that has stalled the skydeck for over a year.
If approvals move forward, the Bangalore Development Authority is expected to oversee implementation and coordination. For now, the proposed west Bengaluru site appears to be the strongest contender yet for a project that aims to redefine the city’s skyline.
