What Will Remain Shut or Face Heavy Disruptions
Shops & Markets: Commercial establishments, local business markets, malls, and shopping complexes in major protest hubs are expected to shut down voluntarily or due to activist appeals.
Inter-State Travel & Freight: Movement near key border points, especially the critical Attibele border between Karnataka and Tamil Nadu, will face severe blockades.
Private Transport: Local auto-rickshaws, app-based cabs (Ola/Uber), and private tourist buses are expected to operate with minimal capacity or stay off the roads to avoid disruptions.
Entertainment: Single-screen cinema halls and entertainment venues are likely to suspend operations for the day.
What Will Stay Open
Schools & Colleges: Academic institutions will remain open as normal. The Associated Management of Primary and Secondary Schools in Karnataka (KAMS) withdrew its closure call to avoid harming academic schedules, opting instead for staff to wear symbolic black ribbons.
Public Transport: State-run BMTC and KSRTC buses alongside Namma Metro services are scheduled to operate as usual, though slight route diversions may happen near protest rallies.
Essential Services: All hospitals, ambulance services, medical pharmacies, milk booths, and grocery stores selling basic essential items will function uninterrupted.
Corporate Offices & Banks: IT companies, private offices, and banks are scheduled to function normally, though many IT firms are advising employees to work from home to bypass potential commute delays.
Railways & Airports: Flight operations at Kempegowda International Airport and railway services will remain fully functional.
WHY HAS CAUVERY WATER TRIGGERED BANDH IN KARNATAKA?
The CWMA upheld an order by the Cauvery Water Regulation Committee (CWRC) forcing Karnataka to release nearly 4 TMC (thousand million cubic feet) of water to Tamil Nadu.
Protesters argue that Karnataka is facing severe water stress, making it critical to retain water for its own farmers and drinking needs.
Activist Vatal Nagaraj clarified the protest also demands the implementation of long-delayed state projects, such as the Mekedatu dam and Kalasa-Banduri initiatives.
Hospitals and emergency services remain completely exempt. Public transit and commercial operations may experience disruptions depending on localized support.
WHAT IS THE CAUVERY WATER SHARING DISPUTE?
The Cauvery River water dispute is a century-old conflict over irrigation rights between the upper riparian state (Karnataka) and the lower riparian state (Tamil Nadu), alongside minor shares belonging to Kerala and Puducherry.
The roots of the dispute trace back to two colonial-era agreements signed in 1892 and 1924 between the erstwhile Mysore Kingdom and the Madras Presidency. These agreements heavily favoured Madras, allocating them a larger volume of water and restricting Mysore’s ability to build dams without permission.
Following decades of political friction, the Government of India set up the Cauvery Water Disputes Tribunal (CWDT) in 1990. In 2007, the tribunal delivered a final award allocating fixed annual shares to each state based on a “normal” water year.
Unsatisfied with the tribunal’s math, both states approached the judiciary. In February 2018, the Supreme Court of India issued a landmark final verdict.
Tamil Nadu’s Share: Reduced slightly to 404.25 tmcft.
Karnataka’s Share: Increased to 284.75 tmcft to cover drinking water demands for Bengaluru.
WHY DOES CAUVERY WATER TRIGGER BANDHS?
The court has mandated the creation of the Cauvery Water Management Authority (CWMA) to oversee day-to-day water releases.
The primary trigger for protests and legal face-offs happens during years with a deficient monsoon.
Karnataka’s Stance: When rainfall is low, reservoirs fail to fill up. The state argues it cannot meet fixed water quotas for Tamil Nadu without starving its own cities of drinking water and damaging its own crops.
Tamil Nadu’s Stance: The state relies heavily on the opening of Karnataka’s dams to feed its crucial delta farmers. They argue that any delay by Karnataka severely threatens their agricultural cycle.
