India’s National Security Advisor Ajit Doval arrived in Hanoi today for a high-profile official visit aimed at deepening the India-Vietnam Enhanced Comprehensive Strategic Partnership, top government sources told CNN-News18. Doval was received upon his arrival by the Indian Ambassador to Vietnam, Tshering Sherpa, and is scheduled to hold a series of critical meetings with the senior Vietnamese leadership. The strategic visit comes directly on the heels of the 4th India-Vietnam Security Dialogue held in New Delhi in mid-October 2026. Doval’s presence in Hanoi signals a decisive, high-level political push to operationalise the outcomes of that dialogue, which reviewed bilateral cooperation across counter-terrorism, cybersecurity, maritime engagements,
economic security, and emerging technologies.
ADDRESSING THE INDO-PACIFIC CHALLENGE
According to sources, Doval’s visit is designed to reinforce security, maritime, and defence coordination amidst escalating challenges in the Indo-Pacific. Vietnam is viewed by New Delhi as a vital frontline state in the South China Sea and a cornerstone partner for India’s Act East Policy and broader Indo-Pacific strategy.
Enhanced security coordination with Hanoi is expected to help India construct a more resilient regional architecture capable of countering unilateral actions. Officials noted that the alignment supports freedom of navigation and directly complements India’s existing partnerships with other ASEAN nations and QUAD partners.
BOOSTING DEFENCE EXPORTS AND CO-PRODUCTION
The trip is set to provide significant political weight to ongoing bilateral efforts regarding defence industrial cooperation, capacity building, joint exercises, and maritime domain awareness.
A primary objective of the engagement is to elevate practical military-to-military ties and explore potential co-production, training, and the supply of Indian-origin systems. Government sources indicate this will expand India’s defence export footprint in Southeast Asia while strategically reducing Vietnam’s dependence on other traditional military suppliers.
BEYOND TRADITIONAL SECURITY
Set against a backdrop of shared concerns over regional stability and non-traditional security threats, both nations are emphasizing closer coordination between their security agencies. Discussions during Doval’s visit are expected to bridge the gap between security and development, specifically targeting collaborative growth in technology domains such as Artificial Intelligence (AI), digital transformation, and energy.
