What is the story about?
The Union Cabinet has approved an investment of ₹79,459 crore for the HPCL Rajasthan Refinery project, a major integrated refining and petrochemical complex being developed at Pachpadra in Barmer district.
The project is being executed by HPCL Rajasthan Refinery Ltd. (HRRL), a joint venture between Hindustan Petroleum Corporation Limited, which holds a 74% stake, and the Government of Rajasthan with a 26% share.
With a refining capacity of 9 million metric tonnes per annum (MMTPA), including 2.4 MMTPA of petrochemical products, the complex is designed to process a mix of imported crude (7.5 MMTPA) and domestically produced Rajasthan crude (1.5 MMTPA).
The project is expected to significantly enhance India’s downstream capacity while strengthening the petrochemical sector.

Prime Minister Narendra Modi is scheduled to inaugurate the refinery on April 21 during his visit to Rajasthan. Announcing the development, Rajsthan Chief Minister Bhajanlal Sharma said the project marks a major milestone for the state and will play a transformative role in boosting the economy of the Marwar region.
He added that the refinery is expected to generate substantial employment opportunities and accelerate industrial growth, positioning Rajasthan as a key hub in India’s energy and petrochemical landscape.

Shares of Hindustan Petroleum Corporation Limited surged more than 10% on April 8, closing at ₹364.95, up ₹33.55.
