New regulations are being established to enforce strict Standard Operating Procedures (SOPs) across all bungee jumping operations. This move is driven by the burgeoning popularity of adventure tourism in Rishikesh and the critical need to implement robust safety protocols to avert potential accidents. The drafted regulations are comprehensive, set to encompass crucial elements such as rigorous equipment maintenance schedules, stringent qualifications for operators, well-defined emergency response plans, and consistent, thorough inspections of all facilities. The ultimate goal is to cultivate a more secure environment for visitors and champion responsible adventure tourism practices throughout Uttarakhand, ensuring that the thrill of adventure doesn't come at the cost of safety.
Why Rules Were Needed
Rishikesh has rapidly ascended as a premier destination for bungee jumping enthusiasts in India. However, the absence of explicit regulations previously made consistent enforcement of safety standards a significant challenge. The urgent requirement for stringent rules became apparent following a severe injury sustained by a tourist at the Himalayan Thrill bungee station last year. In the aftermath of this incident, experts from the esteemed IIT Roorkee were enlisted to conduct thorough inspections of the bungee jumping sites. Their expert recommendations directly informed the development of the SOPs, which are now actively being implemented and enforced by the Tourism Department to prevent future occurrences and ensure a higher level of safety for all participants.
Key Safety Mandates
Under the newly implemented SOPs, bungee jumping sites must operate entirely independently from other activities, ensuring focused safety procedures. Jump masters are now required to possess training from accredited mountaineering institutions and hold specific technical qualifications. Furthermore, all operational staff must complete a minimum of one year of dedicated training before they are permitted to oversee tourist activities. Additional mandatory regulations include securing third-party insurance for the safety of every tourist, meticulously collecting complete tourist details such as name, address, contact number, and ID proof for record-keeping. Daily safety records must be maintained, and a comprehensive checklist must be followed before each jump. The installation of CCTV cameras on all jumping platforms is also compulsory. Crucially, only ISO-certified bungee cords and equipment bearing certifications like UIAA, CE, and BIS are permitted for use. Clear signage displaying safety instructions and hazard warnings must be prominently displayed at all platforms for immediate visibility.
Monitoring and Enforcement
District Adventure Sports and Tourism Officer Jaspal Singh Chauhan has affirmed that strict punitive measures will be imposed on any operators found to be in violation of these essential SOPs. To ensure adherence, surprise inspections are scheduled to be conducted regularly at prominent adventure hubs such as Shivpuri and Mohanchatti. Chauhan emphatically stated, "Tourist safety will not be compromised under any circumstances," underscoring the government's unwavering commitment to prioritizing the well-being of visitors. This diligent oversight mechanism is designed to maintain high safety standards and deter any negligence, reinforcing Uttarakhand's standing as a trustworthy destination for adventure sports enthusiasts seeking exhilarating experiences.
