France and Korea have each pledged €500 million ($581 million) to a joint initiative designed to strengthen the global screen industries, with the first funding instruments deploying from 2027 through 2031.

Partnership, unveiled Monday at the Lumière Summit in Saint-Paul-de-Vence, is open to additional countries and will prioritize companies with the ambition and capacity to compete at international scale.
The summit is co-chaired by President Emmanuel Macron of France and President Lee Jae-myung of the Republic of Korea. “France and South Korea have taken different paths, but both have shown that openness to the world can strengthen, rather than erase, a distinctive creative culture,” Macron wrote in an op-ed for Variety.
France’s contribution will be channeled through Bpifrance, the national public investment bank, which has backed the country’s cultural and creative industries since 2020 and, working alongside the Centre national du cinéma et de l’image animée (CNC), has already fast-tracked nearly 150 companies through its French Touch plan. The new envelope will finance a range of instruments: equity stakes to build the financial foundations of companies positioned to grow beyond their home markets, dedicated funding for research, development and creative innovation, and co-financing structures designed to share risk with banks and private investors.
Korea’s matching €500 million ($581 million) commitment brings the combined total to €1 billion ($1.16 billion). The partnership remains open to further countries. All investments made under the partnership will be aligned with the principles adopted at the summit, including the principle that human creativity comes first and a commitment to copyright protection and cultural diversity.
The announcement arrives as France reported a sharp rise in inbound international production. Since January 2026, international productions have committed €628.5 million ($730 million) to spending in France – €379.9 million ($441 million) in fiction, €207.1 million ($240 million) in animation and €41.5 million ($48 million) in visual effects. The total is expected to approach €1 billion ($1.16 billion) by year-end, approximately twice the prior-year figure, spanning live-action features and series, animation and visual effects for studios and streaming services from the U.S. and the U.K. to Belgium, Italy, Egypt and Indonesia, shooting at facilities from Épinay and the Studios de Paris to Provence and the Grand Lyon. The growth reflects the combined effect of enhanced tax incentives and strategic public investment through France’s “Grande Fabrique de l’Image” program, which has expanded the country’s studio capacity, technical infrastructure and workforce training.
The Lumière Partnership is one of several concrete commitments to emerge from the summit, which has gathered 300 participants from more than 60 countries.
