African ministers have adopted the Lomé Declaration and Implementation Matrix to advance the Single African Air Transport Market (SAATM), aiming to create a more accessible, connected, and sustainable air transport system across Africa. This decision
was made during the African Air Transport Convention and Expo 2026, organized by the African Civil Aviation Commission (AFCAC) and hosted by Togo. The initiative seeks to implement the Yamoussoukro Decision, which promotes the liberalization of air services in Africa. The ministers emphasized the need to move from political commitment to operational reality, focusing on better-connected cities, more routes, and lower costs. The declaration also includes the launch of the AFCAC Solidarity Commitment 2026–2028 to mobilize resources for SAATM implementation.

The commitment to the Single African Sky initiative is significant as it aims to enhance continental integration, trade, tourism, and investment by improving air connectivity. By removing market-access barriers and liberalizing air services, the initiative could lead to economic growth and job creation. An IATA survey suggests that opening markets in just 12 key African countries could create 155,000 jobs and add $1.3 billion to the annual GDP. The initiative also addresses high aviation taxes and fees, which currently suppress demand, by endorsing a Continental Harmonized Policy Framework to rationalize charges.
