Policy documents from both the White House and the Office of Space Commerce (OSC) released this summer acknowledge that space is a complex system requiring adaptive forms of governance. This approach emphasizes
analyzing systems, relationships, patterns, and context rather than treating actors in isolation. The White House Office of Science and Technology Policy’s (OSTP) July 2026 Report, 'Science: A New Golden Age,' recommends that federal agencies build a self-improving science enterprise by mapping systemic gaps and evaluating program effectiveness. Similarly, the Office of Space Commerce's Mission Authorization framework and opt-in program for certifying novel space activities are designed to be iterative and adaptive, streamlining disparate agency licensing decisions and refining requirements based on real-world experiences. This shift aims to ensure that regulatory processes are risk-informed, proportionate, and capable of evolving with new technologies and challenges in space.
