A March 10 DOE memorandum has reportedly been used to block Board observers from safety-related meetings, redact information, and withhold technical reviews, which the committee states is inconsistent with the Atomic Energy Act. Furthermore, the five-member Defense Nuclear Facilities Safety Board (DNFSB) currently has only one Senate-confirmed member, preventing it from reaching a quorum to issue formal safety recommendations or take collective action.
