The initiative is backed by Japan's Ministry of Economy, Trade and Industry and the New Energy and Industrial Technology Development Organization. Key players in this initiative include SoftBank, Sony Group, NEC, and Honda Motor. The project is led by Hironobu Tamba, who previously developed SoftBank's large language model. The initiative aims to leverage Japan's industrial data to enhance its competitive edge in AI, with plans to deploy 10 million AI-powered robots by 2040.

By 2030, Noetra aims to achieve 'real-world native AI' with applications in autonomous manufacturing, smart mobility, and more. The Japanese government is expected to provide up to $6.15 billion in financial aid over the next five years to support these developments.
