What's Happening?
Five regional organizations in Cuyahoga County have launched the 'Cuyahoga TOD' initiative, aiming to encourage development around public transportation and create more connected, walkable neighborhoods. This collaborative effort brings together the Cuyahoga County Planning
Commission, Greater Cleveland Regional Transit Authority (GCRTA), the City of Cleveland, the Port of Cleveland, and Cuyahoga County. The initiative seeks to coordinate planning, zoning, transportation, and development resources along key transit corridors. A new website, CuyahogaTOD.org, has been established as a central resource for developers, community partners, and residents interested in transit-oriented development, offering information on resources, financing tools, project tracking, and design guidance. The initiative builds upon a 2021 study that identified inconsistencies and barriers in current zoning along transit corridors, where only 5.5% of land is zoned for walkable, mixed-use development.
Why It's Important?
This initiative is crucial for fostering economic growth and improving quality of life in Cuyahoga County. By coordinating investments and planning around public transit, the region aims to create more connected, walkable neighborhoods, which can lead to better access to jobs, housing, and businesses for residents. The current lack of appropriate zoning along transit corridors has historically added cost and time to development projects, hindering progress. The Cuyahoga TOD initiative seeks to streamline this process, making it easier for development to occur and attracting new investment. This approach can strengthen important corridors, encourage redevelopment, and support long-term economic growth, ultimately benefiting residents through enhanced accessibility and new opportunities.
What's Next?
The Cuyahoga TOD initiative will continue to populate its new website, CuyahogaTOD.org, with additional development opportunities in the coming weeks. The partners plan to work along key transit corridors, with initial focus areas including Cleveland Heights, Euclid, Fairview Park, Shaker Heights, and South Euclid. The long-term commitment involves aligning zoning, land use, transportation, investment, and development strategies across various jurisdictions. This coordinated effort is expected to facilitate the realization of transit-oriented development projects, transforming vacant land into thriving communities. The initiative's branding and logo will be consistently used in materials and at construction sites to provide a unified identity for the regional effort.
Beyond the Headlines
The Cuyahoga TOD initiative represents a significant shift towards integrated urban planning and regional cooperation. Beyond the immediate economic benefits, this approach has deeper implications for social equity and environmental sustainability. By promoting walkable, mixed-use neighborhoods, the initiative can reduce reliance on private vehicles, thereby decreasing carbon emissions and improving air quality. It also aims to address historical disinvestment in certain areas, creating more equitable access to resources and opportunities for all residents. The emphasis on coordinating zoning and land use across multiple jurisdictions highlights a growing recognition of the interconnectedness of urban development and the need for a holistic approach to regional planning.
