What's Happening?
Proparco, a subsidiary of Agence Française de Développement, has renewed its support for EVF General Finance JSC in Vietnam with a new $20 million senior loan. This financing builds on an initial $10 million loan provided in 2021. The new transaction
allocates 50% of the funds to projects with climate co-benefits, primarily supporting renewable energy and other sustainable initiatives, and the remaining 50% to finance women-led or women-owned small and medium-sized enterprises (SMEs). This initiative aligns with Vietnam's goal of achieving carbon neutrality by 2050 and addresses the barriers women entrepreneurs often face in accessing finance. The project is also eligible for the 2X Challenge, an international initiative focused on advancing women's economic empowerment. Jean-Benoît du Chalard, Proparco’s Regional Director for North and Southeast Asia, emphasized the importance of this renewed partnership in accelerating the climate transition and strengthening women entrepreneurs' access to finance in Vietnam.

This investment is crucial for Vietnam's sustainable development and its ambitious carbon neutrality target by 2050. By dedicating a significant portion of the loan to climate finance, Proparco is directly contributing to the expansion of renewable energy and other green projects, which are vital for reducing the country's carbon footprint. Furthermore, the allocation of funds to women-led and women-owned SMEs is significant for fostering inclusive economic growth. Women-owned businesses constitute over 20% of Vietnam's business landscape but often struggle with financial access. The initiative also contributes to Team France’s commitment to Vietnam’s Just Energy Transition Partnership (JETP), which aims to mobilize $15.5 billion to support the country's energy transition, highlighting the broader international effort to address climate change and promote gender equality in economic development.

EVF General Finance JSC is expected to utilize the $20 million loan to further expand its portfolio in green financing and support for women-led SMEs. The institution currently has over $280 million dedicated to green financing and more than $700 million to WSME financing, and this new capital will enable continued growth in these areas. The success of these projects will be monitored, with a focus on their contribution to Vietnam's carbon neutrality goals and the economic empowerment of women. Proparco and EVF will likely continue to explore innovative financing solutions to meet the evolving needs of businesses and contribute to Vietnam's long-term development.
