What's Happening?
Pennsylvania Partnerships for Children (PPC), in collaboration with the Thriving PA campaign, has released a new data brief titled 'Pennsylvania’s Infant Toddler Early Intervention System: Data, Gaps, and Policy Opportunities.' This report provides a comprehensive
overview of the current state of the Infant Toddler Early Intervention (EI) system across Pennsylvania. It analyzes various data points from fiscal years 2021-22 through 2024-25, including expenditures, demographics of children served, referral and eligibility processes, service timelines, and workforce information at both state and county levels. The report aims to establish a foundational understanding of the EI system's operations in Pennsylvania, identify existing service gaps, pinpoint barriers to access, and suggest areas for improvement to better serve the needs of children and families. The Early Intervention workgroup of Thriving PA is advocating to offset a $5.2 million reduction in the current year's state budget, emphasizing the need for adequate provider rates and funding for outreach and early identification efforts.
Why It's Important?
The findings of this report are crucial for the well-being and developmental trajectory of young children in Pennsylvania. Continued investments in the Infant Toddler EI system are deemed essential for stabilizing the workforce, which directly impacts the capacity to identify and serve more children in need. Providing early intervention services is critical as it offers children the best opportunity to thrive and reduces the need for more costly interventions later in their academic careers. The identified service gaps and barriers to access, if not addressed, could lead to delayed development for many children, placing a greater burden on educational and healthcare systems in the long run. The advocacy efforts to restore budget cuts highlight the financial challenges facing these vital programs and the potential negative consequences for vulnerable populations if funding is not secured. The report's insights will inform policy decisions that could significantly impact the state's approach to early childhood development and support services.
What's Next?
PPC plans to continue its efforts to obtain and analyze Infant Toddler EI data. Looking ahead, the organization intends to release a data dashboard featuring both statewide and county-level data, along with a more comprehensive system report in 2027. These future publications will further detail the system's performance and needs, providing ongoing resources for policymakers and advocates. The Early Intervention workgroup of Thriving PA will continue its advocacy during the FY 2027-28 budget cycle to secure necessary funding. Their focus will remain on ensuring adequate rates for providers and supporting outreach and early identification initiatives to connect more children and families with the program. The ongoing data collection and reporting will be instrumental in guiding legislative decisions and resource allocation to strengthen the Infant Toddler EI system in Pennsylvania.
