Texas Representatives Morgan Luttrell and Lizzie Fletcher have successfully included a provision in the Water Resources Development Act (WRDA) of 2026, directing the U.S. Army Corps of Engineers (USACE) to expedite a Chief’s Report on a proposed large
underground water conveyance tunnel. This initiative aims to mitigate flood risks around the Addicks and Barker reservoirs and along Buffalo Bayou. The WRDA 2024 had previously required a Chief’s Report on the Buffalo Bayou and Tributaries Resiliency Study, but instead, a 'report of findings' was produced, which did not fulfill the requirement. The new provision in WRDA 2026 mandates the completion of the Chief’s Report, focusing on a single large tunnel solution, which has been identified by regional stakeholders as the most effective flood prevention measure.
