What's Happening?
Moldova is upgrading its biometric capabilities for border control and law enforcement through initiatives supported by INTERPOL. The General Inspectorate of Police of the Republic of Moldova has received 14 lightweight, rugged biometric devices from
Integrated Biometrics (IB), which will be used to collect and verify biometric data via INTERPOL’s BIOHUB platform. These efforts are part of 'Project Hotspot,' designed to improve the identification of individuals crossing borders through irregular migration routes, particularly in the context of heightened risks of organized crime and terrorism in the region. INTERPOL also launched 'Project I-FORCE' in 2024, budgeted at 7.8 million euros and supported by Germany’s Ministry of Foreign Affairs, to increase regional cooperation among law enforcement agencies in Eastern and Southeastern Europe.

The deployment of advanced biometric technology and enhanced international cooperation are critical for Moldova's national security, especially given the violent conditions in its vicinity. By improving the ability to identify individuals at borders, Moldova can more effectively counter organized crime, terrorism, and irregular migration. The integration of biometric data collection with INTERPOL's BIOHUB platform and Automatic Fingerprint Identification System (AFIS) allows for rapid verification against international databases, significantly strengthening border security and law enforcement operations. This initiative not only protects Moldova's borders but also contributes to regional stability by disrupting transnational criminal networks and preventing the movement of individuals involved in illicit activities, thereby safeguarding broader European security interests.

A draft law to enable automated exchange of border control data with EU member states, including fingerprints, facial images, and DNA data, has passed its first reading in Moldovan parliament and will advance to a second reading. This legislative development, coupled with the ongoing technological upgrades, indicates a sustained effort to enhance Moldova's border security and its interoperability with international partners.
