What's Happening?
XLA is actively recruiting a highly qualified Finance Subject Matter Expert (SME) to provide critical financial management, budgeting, appropriations, and strategic advisory support to the U.S. Government Publishing Office (GPO) Chief Financial Officer
organization. This SME will serve as a trusted advisor to GPO leadership, offering independent analysis, recommendations, and decision support across various financial activities. Key responsibilities include budget formulation, appropriations law, managerial cost accounting, reimbursement analysis, capital planning, internal controls, and financial reporting. The role demands extensive Federal financial management experience, particularly with Legislative Branch agencies and Congressional appropriations processes. The successful candidate will be expected to perform complex assignments independently, interpret financial regulations, develop defensible recommendations, and communicate effectively with senior executives, oversight organizations, auditors, and Congressional stakeholders. The position requires a Master's Degree in a relevant field, active CPA and CGFM certifications, and a minimum of 15 years of Federal budgeting and financial management experience.
Why It's Important?
This recruitment highlights the GPO's commitment to strengthening its financial oversight and strategic planning capabilities. By bringing in a senior-level Finance SME, the GPO aims to enhance its ability to manage complex financial operations, ensure compliance with federal regulations, and optimize resource allocation. The SME's expertise in areas like appropriations law and internal controls is crucial for maintaining fiscal integrity and accountability within a Legislative Branch agency. This move could lead to more efficient use of taxpayer dollars, improved financial reporting transparency, and better-informed decision-making by GPO leadership. The emphasis on supporting Congressional budget justifications and responding to oversight requests underscores the importance of robust financial management in maintaining public trust and legislative confidence in government operations.
What's Next?
The recruitment process for the Finance Subject Matter Expert is ongoing, with XLA seeking candidates who meet stringent educational and professional experience requirements, including active CPA and CGFM certifications. Once selected, the SME will immediately begin providing advisory support to the GPO's Chief Financial Officer organization. This will involve reviewing operating budgets, evaluating financial trends, preparing financial data, and leading the development of the GPO's annual budget submission to the Legislative Branch Appropriations Subcommittee. The SME will also be instrumental in developing financial plans for major acquisition initiatives and capital projects, and in responding to audit findings and Congressional inquiries. The integration of this expert is expected to lead to a more streamlined and robust financial management framework within the GPO.
Beyond the Headlines
The hiring of a dedicated Finance Subject Matter Expert by the GPO reflects a broader trend within federal agencies to enhance financial acumen and strategic planning in an increasingly complex regulatory and fiscal environment. This role goes beyond mere accounting, delving into strategic investment planning, risk assessment, and the development of performance metrics. The requirement for deep expertise in GAO Green Book, Yellow Book, and Red Book standards, as well as OMB Circulars, indicates a strong emphasis on internal controls and compliance. This strategic hire could set a precedent for other government entities to invest in high-level financial expertise to navigate budgetary constraints, ensure accountability, and drive more effective use of public funds, ultimately impacting the efficiency and transparency of government operations.
