What's Happening?
Governor Kathy Hochul announced that the Metropolitan Transportation Authority (MTA) is moving forward with the fourth and final construction contract for Phase 2 of the Second Avenue Subway project. This
marks a significant step towards extending Q service to 125th Street in East Harlem. Following a Request for Qualifications (RFQ), the MTA plans to issue a Request for Proposals to qualified contractors by the end of the year, with contractor selection anticipated in mid-2027. Contract Four is the largest component of Phase 2, encompassing the construction of station infrastructure, tracks, and signals for the subway expansion. Work on this contract is slated to commence in 2027. The entire $6.968 billion project, supported by congestion relief revenue and $3.4 billion in federal funding, is expected to be completed by the fall of 2032. This phase will extend Q service by approximately 1.5 miles, adding three new stations at 106th Street, 116th Street, and 125th Street.

This advancement is crucial for East Harlem, a historically underserved neighborhood where 70% of residents rely on public transit. The completion of Phase 2 will provide direct subway access, significantly reducing travel times by up to 20 minutes for residents commuting to the Upper East Side, West Midtown, and Coney Island. This infrastructure project is expected to boost local economic development by improving access to job opportunities and supporting small businesses. Furthermore, the project is creating thousands of union-wage construction jobs, with a 20% local hiring goal aimed at providing employment for East Harlem residents. The long-awaited extension addresses decades of promises and planning, dating back to the 1920s, and aims to deliver transit equity to a community that has historically lacked adequate connectivity to New York City's subway system.
What's Next?
The MTA will proceed with issuing a Request for Proposals to qualified contractors by the end of 2026, with the selection of a contractor for Contract Four expected in mid-2027. Construction on this final contract, which includes structural work, mechanical, electrical, and plumbing installations, accessibility features like elevators and escalators, communications and security systems, track and signal work, station finishes, and site restoration, will begin in 2027. Concurrently, the first three contracts are progressing, with utility relocation at 106th Street nearing completion by summer 2027, and tunnel construction and station shell work continuing for the 116th and 125th Street stations. The overall project is on track for full completion by the fall of 2032, at which point the new stations will open, and Q service will be extended to 125th Street.
