What's Happening?
The Las Cruces City Council has approved a $1.35 million Housing Trust Fund loan for Paseos Verdes Phase I, an 80-unit affordable housing development. This project, estimated at approximately $23.4 million, is slated for construction at 905 Campo St.,
with work expected to commence this fall. Paseos Verdes will offer apartments to households earning up to 60% of the area median income, with 20 units specifically reserved for veterans and five for households earning less than 30% of the area median income. This development is intended to facilitate the redevelopment of the San Pedro Place property by providing new housing for residents of its aging public housing units. City staff indicated that current San Pedro Place residents will have the option to relocate to Paseos Verdes, thereby freeing up the existing site for future redevelopment, which is currently in the planning stages.
Why It's Important?
This approval marks a significant step in addressing the critical need for affordable housing in Las Cruces and represents a strategic approach to urban redevelopment. By providing new, modern housing options, the project aims to improve living conditions for low-income families and veterans, a demographic often disproportionately affected by housing shortages. The relocation of San Pedro Place residents to Paseos Verdes will enable the revitalization of an older public housing complex, potentially leading to more efficient land use and improved community amenities in the long term. The city's $1.35 million loan is crucial in leveraging over $22 million in additional financing, demonstrating how public funds can catalyze larger private and federal investments in community development. This initiative also highlights the importance of collaborative efforts between local government and housing authorities, such as the Mesilla Valley Public Housing Authority, in tackling complex urban challenges.
What's Next?
Construction of Paseos Verdes Phase I is anticipated to begin this fall. The project's financing is now fully in place, following the receipt of Low-Income Housing Tax Credits from Housing New Mexico, a condition for the city's loan. The city will secure its investment with a mortgage and security agreement against the property, along with a land-use restriction agreement to ensure the units remain affordable for 20 years. The development will feature two residential buildings, comprising 20 and 60 units, with a mix of single-room occupancy, one-bedroom, and two-bedroom apartments. The Las Cruces City Council also approved waivers for park and public safety impact fees, further reducing development costs. The planning for the redevelopment of the vacated San Pedro Place site will continue, with future announcements expected regarding its utilization.
Beyond the Headlines
The Paseos Verdes project reflects a broader national trend of cities grappling with affordable housing crises and seeking innovative solutions for urban renewal. The strategy of relocating residents from older public housing to new developments before redeveloping the original site minimizes displacement and ensures continuity of housing for vulnerable populations. This approach can serve as a model for other communities facing similar challenges. Furthermore, the specific allocation of units for veterans underscores a growing recognition of the housing needs of this particular group. The long-term affordability commitment, secured through a land-use restriction agreement, is vital for preventing gentrification and ensuring that the benefits of the development are sustained for decades. This project also highlights the complex interplay of local government, federal tax credits, and public-private partnerships in addressing societal needs.
