Virginia's reinsurance program is effectively reducing the cost of health insurance for individuals covered under the Affordable Care Act (ACA), commonly known as Obamacare. The program reimburses insurers for high-cost claims, which has led to a reduction
in monthly premiums by nearly $100 per person. The State Corporation Commission reports that average monthly premiums are now $519, compared to $617 without the program.
