What's Happening?
Alessandra Rodríguez Mercado, a 2026 Master in Urban Planning graduate and Bloomberg Harvard summer fellow, spent ten weeks in Salem, Oregon, working with the City Manager’s Office to enhance community engagement in Northeast Salem. Her assignment focused
on the 'Northeast United' cross-sector collaboration effort, aiming to address residents' concerns about public health and safety. Rodríguez Mercado, alongside Ashley Dunn, the city’s community engagement manager, conducted extensive outreach, including surveys in multiple languages, community events, park information booths, neighborhood meetings, and interviews on Spanish-language media. This effort resulted in 339 survey responses and the formation of a new coalition of 30 community leaders, developing a plan to sustain public engagement and address pressing local issues.
Why It's Important?
This initiative is important because it directly addresses the critical need for effective community engagement in urban planning, particularly in areas where residents feel unheard. By actively seeking input from diverse populations, including Hispanic and Pacific Islander communities, Rodríguez Mercado's work helps ensure that city policies are responsive to the actual needs and concerns of its citizens. The 'Northeast United' approach, which brings together private, nonprofit, and public sectors, fosters a collaborative environment for problem-solving. This model can lead to more equitable and sustainable urban development, improving public health, safety, and overall quality of life. The success of this project in generating significant community feedback and building leadership capacity demonstrates the value of structured engagement programs.
What's Next?
The work in Northeast Salem is considered a beginning, not a conclusion, with Rodríguez Mercado remaining involved in the long-term project. The newly formed 'group of 30' community leaders, with a smaller 'group of 7' leading the work, will continue to focus on identified priorities such as chronic homelessness, youth-focused prevention, and resource navigation/healthcare access. The city is expected to implement recommendations from Rodríguez Mercado's report, including improving communication channels with Spanish-speaking residents, potentially through platforms like WhatsApp. This ongoing collaboration aims to develop actionable solutions and sustain public engagement, ensuring that the city's efforts are continuously informed by community input.
Beyond the Headlines
This project highlights the evolving role of urban planners and city governments in fostering civic participation and addressing complex social issues. The methodology of 'staying on the problem' rather than rushing to solutions, as emphasized by the Bloomberg Harvard City Leadership Initiative, represents a more thoughtful and inclusive approach to governance. It underscores the importance of understanding root causes and building consensus among diverse stakeholders. This initiative also sheds light on the challenges of bridging communication gaps with multicultural communities and the need for tailored outreach strategies. The long-term impact could be a more resilient, equitable, and engaged citizenry in Salem, setting a precedent for how cities can effectively collaborate with their residents to create positive change.
