What's Happening?
Manchester City Council has initiated early market engagement for a £1.2bn construction framework set to run from 2027 to 2031. This framework will replace the current North West Construction Hub High Value Framework and is expected to deliver up to £1bn
of public sector construction work across the region. The council has outlined a broad scope of projects, including civic buildings, educational and healthcare facilities, and commercial offices. Contractors interested in participating are encouraged to register on the council's procurement portal, The Chest, by November 11. Feedback from existing frameworks will inform the new arrangement's structure.
Why It's Important?
The new construction framework represents a significant investment in public infrastructure, potentially driving economic growth and development in the North West region. By engaging contractors early in the process, the council aims to ensure the framework is well-structured and responsive to the needs of various stakeholders. This initiative highlights the importance of collaboration between public and private sectors in delivering large-scale projects, which can enhance community facilities and support regional development.
What's Next?
Following the market engagement phase, the council will finalize the framework's structure, with a contract award expected in early 2027. The framework's implementation will likely involve extensive collaboration with contractors to ensure successful project delivery. As the framework progresses, it may serve as a model for other regions seeking to optimize public sector construction efforts.
Beyond the Headlines
The focus on public sector construction underscores the role of infrastructure in supporting economic resilience and community well-being. By prioritizing diverse projects, the framework aims to address various societal needs, potentially leading to long-term benefits for the region.
