He will oversee work under the National Highways’ Specialist Professional and Technical Services Framework (SPaTS3), which aligns with the Roads Investment Strategy 3 period from 2026 to 2031. Costain was named to the SPaTS3 framework in June and is already involved in the M60 Simister Island Interchange upgrade.
