What's Happening?
New Hanover County commissioners have approved a new multimillion-dollar workforce housing strategy, allocating $4 million from the county’s Revenue Stabilization Fund to a Workforce Housing Development Fund. This fund is intended to provide loans to developers
for multi-income housing projects, with a requirement that at least 20% of units are affordable for households earning between 60% and 120% of the area median income. The first project under this initiative is a 236-unit townhome development by Cape Fear Development, which will offer a mix of one-, two-, and three-bedroom units at reduced rents compared to market rates. The county will earn a 5% interest on its investment, generating an additional $100,000 annually. The project aims to maintain affordable rents for a decade, after which market rates are expected to be lower due to the property's age.
Why It's Important?
This initiative is significant as it addresses the pressing issue of affordable housing in New Hanover County, a concern that has been heightened by previous budget cuts and the dissolution of workforce housing committees. By leveraging the Revenue Stabilization Fund, the county is not only promoting affordable housing but also ensuring a financial return on its investment. This strategy could serve as a model for other regions facing similar housing challenges. The project also highlights a shift towards innovative funding solutions in local governance, potentially influencing future public policy and housing strategies across the U.S.
What's Next?
Cape Fear Development plans to break ground on the project in the coming months. The county will continue to evaluate the use of the remaining $2 million in the Workforce Housing Development Fund for future projects. There is potential for the county to offer incentives to developers, such as expedited plan reviews and fee reductions, to encourage further investment in affordable housing. The success of this pilot project could lead to its replication, providing a sustainable model for addressing housing affordability in the region.
