What's Happening?
The U.S. Department of Energy (DOE) and the Montana Department of Environmental Quality (MDEQ) have released the final environmental review for the North Plains Connector, a proposed 422-mile-long transmission line. This project aims to establish the first
direct connection between the eastern and western U.S. power grids in the region. The high-voltage direct current (HVDC) line is designed to transmit up to 3,000 megawatts of electricity in both directions, connecting Colstrip, Montana, with two endpoints in North Dakota. This will link the Western Electricity Coordinating Council, Midcontinent Independent System Operator, and Southwest Power Pool grid regions. The final environmental impact statement marks the conclusion of the federal and state environmental review process, which commenced in 2024 and included public comments and feedback. The project is estimated to cost around $6 billion, with the DOE committing $700 million from the Infrastructure Investment and Jobs Act (IIJA). A new entity, North Plains Connector LLC, will develop the project, and several utility companies, including NorthWestern Energy, Montana-Dakota Utilities, and Minnkota Power Cooperative, have already committed to capacity on the line.

The construction phase is projected to last between three and four years, with the transmission line expected to become fully operational by 2032.
