What's Happening?
The United Nations Educational, Scientific and Cultural Organization (UNESCO) is actively recruiting a consultant for a full-stack developer and DevOps engineer role in Ukraine. This position is crucial for the "Diya.Engine" platform, a core technological
infrastructure supporting the digital transformation of public administration in Ukraine. The platform underpins four key state registries: the Register of the Basic Network of Cultural Institutions, the State Register of Publishers, Producers, and Distributors of Publishing Products, the Register of Applications and Recipients of State Support in the Cultural Sector, and the Register of Masters of Folk Arts and Crafts. The consultant will be responsible for implementing modern DevOps practices, automating processes, ensuring high service availability, and developing user-friendly interfaces. This includes full-stack development, continuous web administration, and integrating Artificial Intelligence (AI) solutions into public-facing services to enhance transparency and efficiency.

Key deliverables include establishing effective CI/CD processes, maintaining infrastructure, developing new websites, modernizing legacy web platforms, and integrating AI solutions into web interfaces and administrative workflows. The consultant will also be responsible for setting up monitoring, web administration, and incident response systems. This ongoing development and maintenance are expected to continue until February 28, 2027, ensuring the long-term stability and functionality of Ukraine's digital cultural infrastructure.
