What's Happening?
UN Women is seeking a National Consultant for a comprehensive gender analysis of the green economy in Serbia. This initiative falls under the Gender Equality Facility – Phase III, where UN Women supports national partners in integrating gender equality,
non-discrimination, and accessibility standards into policymaking and EU fund management processes. The consultant will be tasked with conducting a desk review of relevant policies, legislation, studies, and available data related to gender equality and the green economy in Serbia. Key responsibilities include analyzing gender dimensions of employment, entrepreneurship, skills development, and access to financing within selected green economy sectors. The role also involves qualitative research, such as interviews and focus group discussions with women working in these sectors, to assess their experiences, opportunities, and challenges. The ultimate goal is to identify key gender gaps, barriers, and good practices, and to develop policy recommendations to advance women's participation and leadership in green sectors.
Why It's Important?
This consultancy is crucial for promoting gender equality and women's empowerment within Serbia's burgeoning green economy. By conducting a thorough gender analysis, UN Women aims to identify specific barriers that prevent women from fully participating in and benefiting from the green transition. This includes understanding disparities in employment, entrepreneurship, skills development, and access to financial resources. The findings will inform policy recommendations, ensuring that Serbia's green economy initiatives are inclusive and equitable. This effort is vital not only for advancing women's rights but also for maximizing the potential of the green economy itself, as diverse participation often leads to more innovative and sustainable outcomes. Addressing these gender gaps can contribute to broader economic development and social justice, aligning with international commitments to gender equality and sustainable development goals.
What's Next?
The selected consultant will begin by submitting an Inception Report detailing the methodology, analytical framework, and data collection plan. Following this, a draft Gender Analysis of the Green Economy in Serbia will be produced, incorporating findings from desk reviews, data analysis, interviews, and focus groups. The final report will integrate comments received from UN Women. The recommendations generated from this analysis are expected to guide national partners, particularly the Ministry of Human and Minority Rights and Social Dialogue, in developing and implementing policies that foster women's participation and economic empowerment in green sectors. This initiative will contribute to Serbia's efforts to align with EU standards for gender equality and sustainable development, potentially leading to more equitable access to opportunities and resources for women in the green economy.
Beyond the Headlines
The focus on a gender analysis within the green economy highlights a critical, yet often overlooked, dimension of sustainable development. While the transition to a green economy is essential for environmental sustainability, its success also depends on equitable social outcomes. This initiative implicitly acknowledges that without intentional efforts, existing gender inequalities can be replicated or even exacerbated in new economic sectors. By examining women's experiences in green jobs, entrepreneurship, and access to finance, the project delves into the structural and cultural barriers that may limit their participation. This goes beyond mere representation to explore how gender norms influence access to training, leadership roles, and financial capital in emerging industries. The long-term implications include not only a more inclusive green economy but also a broader societal shift towards recognizing and valuing women's contributions in all sectors, fostering a more just and sustainable future.
