What's Happening?
Liany E. Arroyo, who previously served as Hartford's health director, has been named the new Chief Executive Officer of Advancing Connecticut Together (ACT). Arroyo brings over two decades of experience in public health, government, and nonprofit leadership
to her new role, which she will officially begin in January. During her tenure as the director of the City of Hartford's Department of Health and Human Services, Arroyo managed over 60 employees and oversaw departmental programs and budgets. Notably, she directed the city's public health response to the COVID-19 pandemic, implementing testing and vaccination strategies aimed at improving access for underserved communities. She also played a key role in establishing health and housing protocols for homeless residents, securing additional funding, and strengthening community partnerships. Advancing Connecticut Together is a nonprofit organization that provides a range of services across Connecticut, including case management, emergency financial assistance, HIV-related services, housing support, financial empowerment programs, and advocacy.
Why It's Important?
Arroyo's appointment is significant for Advancing Connecticut Together and the communities it serves, as her extensive background in public health and government leadership aligns directly with the organization's mission. Her experience in managing large-scale public health initiatives, particularly during the COVID-19 pandemic, demonstrates her capability to lead complex operations and address critical community needs. Her focus on improving access for underserved communities and establishing health and housing protocols for vulnerable populations directly supports ACT's work in providing essential services like housing support and financial assistance. This leadership change could enhance ACT's capacity to secure funding, forge stronger partnerships, and expand its reach, potentially leading to more effective and comprehensive support for residents across Connecticut. Her proven ability to navigate both governmental and nonprofit sectors positions her to bridge gaps and foster collaborative solutions for pressing social and health issues.
What's Next?
Liany E. Arroyo will assume her role as CEO of Advancing Connecticut Together in January. Her immediate focus will likely involve familiarizing herself with ACT's current operations, staff, board, and partners, as well as the communities the organization serves. She has expressed her intention to listen and learn from these stakeholders to advance equitable opportunities throughout Connecticut. Given her background, it is probable that ACT will continue to strengthen its focus on the interconnectedness of health, housing, economic security, and justice. Her leadership may lead to new strategic initiatives or the expansion of existing programs, particularly those aimed at addressing health disparities and supporting vulnerable populations. The organization may also seek to leverage her experience in securing funding and building partnerships to enhance its financial stability and program impact in the coming years.
Beyond the Headlines
Arroyo's transition from a high-level municipal health director to the CEO of a statewide nonprofit highlights a growing trend of experienced public sector leaders moving into the nonprofit space to drive social impact. This move can bring valuable governmental insights, strategic planning capabilities, and a deep understanding of community needs to the nonprofit sector. Her appointment could also signal a renewed emphasis on integrated approaches to community well-being, recognizing that health outcomes are inextricably linked to housing stability, economic opportunity, and social justice. This holistic perspective is crucial for addressing systemic inequalities and building more resilient communities. Furthermore, her leadership could inspire greater collaboration between government agencies and nonprofit organizations in Connecticut, fostering a more coordinated and effective response to the state's most pressing social challenges.
