What's Happening?
On October 28th, Congressmember Grace Meng participated in a ceremonial groundbreaking event at Kissena Park in Flushing, Queens. The event marked a significant step forward for a new public restroom facility being constructed as part of a citywide design-build
initiative by the New York City Department of Design and Construction (NYC DDC). Meng was joined by several other officials, including NYC DDC Commissioner Paul A. Ochoa, Queens Borough Commissioner Jacqueline Langsam, New York State Senator John C. Liu, New York State Assemblymember Nily D. Rozic, and Councilmember Sandra Ung. The new facility, located near softball field #5, Four Winds Playground, and the Velodrome, is designed to serve the thousands of residents and visitors to the 230-acre park. This project is one of five public restroom facilities under the same design-build contract, with others in East River Park, Murphy Brothers Playground, Van Cortlandt Park, and Brookville Park. The design-build approach aims to expedite the construction process by allowing design and construction phases to run concurrently.
Why It's Important?
The development of new, accessible public restroom facilities in Kissena Park and other key New York City parks addresses a critical public need for improved urban infrastructure. The participation of Congressmember Grace Meng and other local officials underscores the project's importance to community well-being and public health. These facilities are designed with accessibility, durability, and sustainability in mind, incorporating features like energy-efficient systems and ADA-accessible pathways. The project also highlights the NYC DDC's commitment to expanding opportunities for Minority- and Women-Owned Business Enterprises (M/WBEs), as Armand Corporation, a minority- and woman-owned firm, was awarded the design-build contract. This initiative not only enhances park visitor experience but also promotes equitable economic development by supporting diverse businesses in public infrastructure projects.
What's Next?
With the groundbreaking at Kissena Park now complete, construction on the new public restroom facility will proceed. Work is currently underway at all five sites included in the design-build contract. Substantial completion for the earlier commenced sites is anticipated by the end of 2026. The design-build team, in collaboration with NYC DDC, NYC Parks, and local stakeholders, will continue to engage the community to ensure the facility meets the specific needs and character of Kissena Park. The successful implementation of this project could serve as a model for future public infrastructure developments in New York City, particularly in demonstrating the efficiency of the design-build approach and the benefits of prioritizing M/WBE participation.
Beyond the Headlines
This project extends beyond simply providing new restrooms; it reflects a broader commitment to enhancing urban public spaces and promoting inclusivity in city development. The emphasis on sustainability, through features like solar arrays and durable, low-maintenance materials, points to a forward-thinking approach to public infrastructure that considers long-term environmental impact and operational efficiency. Furthermore, the selection of Armand Corporation, an M/WBE firm, for a significant design-build contract signals a tangible effort by NYC DDC to foster economic equity and diversity within the construction industry. This could encourage other city agencies to adopt similar procurement strategies, leading to greater opportunities for underrepresented businesses and a more diverse landscape of contractors in future public works.
