The Clarksville City Council has approved the first reading of a resolution to develop affordable senior housing on the Frosty Morn property. The plan involves leasing the property to SOCAYR, a Kentucky nonprofit, to construct approximately 65 income-restricted
housing units for seniors aged 55 and older. The project aims to address the growing need for affordable housing that allows seniors to live independently while staying connected to community resources. The development's final approval is contingent upon zoning considerations and securing Low-Income Housing Tax Credits from the Tennessee Housing Development Agency. The Frosty Morn site, previously a meatpacking factory, was acquired by the city in 2013 and has been considered an eyesore and health hazard by the community.
