What's Happening?
The International Contact Group (ICG) for the Great Lakes region, comprising Belgium, Canada, Denmark, the European Union, France, Germany, the Netherlands, Sweden, Switzerland, the United Kingdom, and the United States, has issued a joint statement regarding
the situation in the Democratic Republic of Congo (DRC). Chaired by France, the ICG welcomed a statement from the President of the African Union Commission on October 19, which called for restraint from all parties. The ICG explicitly rejected the use of violence to achieve political objectives, specifically referencing the recently formed FRN (Front pour la Refondation de la Nation). The group emphasized the importance of respecting the rule of law and the DRC's Constitution, reaffirming its commitment to the country's sovereignty, independence, unity, and territorial integrity. They stressed that political differences should not be resolved through military means and highlighted the necessity of a peaceful and inclusive inter-Congolese dialogue involving all key stakeholders for lasting peace.
Why It's Important?
The ICG's statement underscores the international community's concern over the ongoing instability in the Democratic Republic of Congo, a region critical for its natural resources and geopolitical significance. The rejection of violence and the call for dialogue reflect a broader international effort to prevent further escalation and humanitarian crises. For the U.S. and its allies, stability in the Great Lakes region is important for counter-terrorism efforts, regional security, and protecting human rights. The emphasis on respecting the rule of law and constitutional processes aligns with democratic governance principles often promoted by Western nations. Continued conflict could lead to increased refugee flows, disrupt supply chains for critical minerals, and create opportunities for extremist groups, impacting regional and potentially global security dynamics. The involvement of multiple international actors highlights the complex nature of the conflict and the shared interest in a peaceful resolution.
What's Next?
The ICG encourages all parties involved in the Washington Accords and Doha Framework to uphold their commitments and engage in good-faith negotiations for a lasting peace. They support the efforts of mediators, including the African Union, and emphasize the importance of regional leadership. The group reiterated its concern over continued fighting in eastern DRC and urged all parties to honor the ceasefire commitments made in Doha on July 19, 2025. Furthermore, the ICG reminded parties to implement UN Security Council Resolution 2773, which calls for the Rwanda Defence Forces to cease support to the M23 and withdraw from DRC territory, the dismantling of illegitimate parallel administrations, and the neutralization of the FDLR. The ICG also urged all parties and armed groups to respect international humanitarian law and ensure unimpeded access for humanitarian actors, especially given increasing humanitarian needs and the Ebola epidemic.
