What's Happening?
Accelerate Rural Indiana (ARI) recently marked its five-year anniversary and announced the full disbursement of its $20 million READI 1.0 award. The announcement was made at the State of the Region event held at the Love Community Center in Rushville,
Indiana. ARI, which encompasses Shelby, Rush, Decatur counties, and Batesville, was among the first regions in the state to reach 100 percent disbursement of its READI 1.0 funds, ahead of the state's year-end 2026 deadline. This initiative has catalyzed over $485 million in total investment, including more than $408 million in private investment and over $34 million in local matches. The projects funded by READI 1.0 are projected to create more than 270 jobs, add 260 childcare seats, develop 600 housing units, and attract 170,000 annual visitors. Building on this success, ARI also secured $30 million in READI 2.0 funding, the largest per capita award in the state, with all projects formally approved by the Indiana Economic Development Corporation (IEDC) and nearing 65 percent disbursement.
Why It's Important?
The success of Accelerate Rural Indiana's READI program highlights a significant model for regional economic development within the U.S. The full disbursement and substantial private investment generated by the READI 1.0 award demonstrate the effectiveness of targeted public funding in stimulating local economies. This initiative is crucial for rural areas, as it addresses critical needs such as job creation, housing, and childcare, which are essential for sustainable growth and attracting new residents. The program's ability to leverage public funds to secure significant private investment underscores its importance in fostering economic vitality and improving the quality of life in participating counties. The subsequent $30 million READI 2.0 award further emphasizes the state's commitment to this regional development strategy, indicating a sustained effort to boost economic opportunities and infrastructure in rural Indiana.
What's Next?
With the full disbursement of READI 1.0 funds and the rapid progress on READI 2.0, ARI is set to continue its regional development efforts. The forecasted outcomes for READI 2.0 include over $1.39 billion in total investment, comprising more than $1.25 billion in private investment and over $58 million in local matches. These funds are expected to generate over 400 jobs, create 6,000 acres of development potential, add 860 housing units, and attract 2,000 new residents. ARI has already presented ceremonial READI 2.0 funding checks to its four communities, supporting 22 projects across Rushville, Greensburg, Shelbyville, and Batesville. These projects include significant developments such as new housing, expanded childcare facilities, and community assets like the CommunityLink Nonprofit Center and the Rushville Launch Center. The Regional Development Authority (RDA) aims to evolve beyond its initial focus on READI, transitioning into a broader Regional Development Authority that continues to serve its stakeholders.
Beyond the Headlines
The Accelerate Rural Indiana initiative represents a broader trend in U.S. regional development, where collaborative efforts between local governments and state agencies are crucial for revitalizing rural economies. The program's emphasis on a diverse range of projects, from housing and childcare to job creation and community infrastructure, reflects a holistic approach to regional growth. This model could serve as a blueprint for other rural areas facing similar challenges, demonstrating how strategic investment can lead to significant economic and social benefits. The success in securing and disbursing funds efficiently also highlights the importance of strong regional leadership and effective project management. Furthermore, the focus on blight remediation and arts and culture projects, supported by additional IEDC funding, indicates a recognition of the cultural and aesthetic components necessary for creating vibrant, attractive communities, moving beyond purely economic metrics to foster comprehensive regional well-being.
