What's Happening?
The RAND Corporation, a non-profit, non-partisan research organization, is actively seeking an Executive Director for Security & Classified Operations and Chief Security Officer. This role is critical for overseeing all classified capabilities, including
government systems, facilities, and computing, across RAND's U.S. offices in Santa Monica, Pittsburgh, and Arlington. The Executive Director will be responsible for ensuring compliance with various federal requirements, managing security policies and programs, and leading a 55-person Security & Classified Operations (S&CO) organization. A key aspect of the position involves integrating cutting-edge computing and analytic capabilities, particularly rapidly evolving AI capabilities, into classified research environments. The successful candidate will also serve as RAND’s Insider Threat Program Senior Official and Chief Security Officer, directing efforts to assess and mitigate risks and safeguard the organization.
Why It's Important?
This executive search highlights the increasing complexity and strategic importance of security and classified operations within research institutions, especially given the rapid advancements in artificial intelligence. RAND's mission to provide evidence-based decisions to leaders, particularly in U.S. national and homeland security, necessitates robust and adaptable security frameworks. The integration of AI into classified research presents both opportunities for enhanced analysis and significant challenges in terms of data security, compliance, and insider threat mitigation. The role's emphasis on staying at the leading edge of technology, including classified cloud offerings and AI, underscores a broader trend in national security research where technological prowess must be meticulously balanced with stringent security protocols. The individual in this position will directly influence RAND's ability to conduct sensitive research effectively and maintain its trusted partner status with government agencies.
What's Next?
The application review for this position is scheduled to begin on November 25. The selected Executive Director will be tasked with establishing the department's vision, strategy, and execution priorities, focusing on continuous improvement and a mission-focused partnership with researchers. This will involve streamlining processes, developing staff capabilities, and ensuring compliance with evolving regulatory environments. The new leader will also be crucial in fostering executive-level relationships with security organizations of RAND's sponsors, including the Departments of War and Homeland Security and the Intelligence Community. Their immediate priorities will include enhancing RAND's classified research capabilities, particularly in AI, and further developing the S&CO team into a high-performing, service-oriented unit while upholding the highest security standards.
Beyond the Headlines
The demand for an Executive Director with expertise in both classified security and advanced IT, including AI, reflects a significant shift in the landscape of national security research. The ethical and legal implications of integrating AI into sensitive government projects are profound, requiring careful navigation to prevent misuse, ensure data integrity, and protect against sophisticated cyber threats. This role also touches upon the cultural transformation within security organizations, moving from a compliance-centric approach to one that actively partners with researchers to enable cutting-edge work. The emphasis on insider threat programs and counterintelligence highlights the ongoing challenge of protecting sensitive information from internal vulnerabilities, a concern amplified by the increasing sophistication of digital tools and the potential for AI-driven espionage. The successful execution of this role will not only secure RAND's operations but also set a precedent for how other research institutions manage the intersection of advanced technology and national security.
