What's Happening?
The Organisation for Economic Co-operation and Development (OECD) is recruiting a Learning and Development Designer to enhance its training programs, specifically for the Financial Action Task Force (FATF). The FATF, an autonomous intergovernmental body
hosted by the OECD, is responsible for developing and promoting policies to combat money laundering, terrorist financing, and the financing of weapons of mass destruction. The designer will focus on creating e-learning, blended, and in-person training materials for FATF’s global Anti-Money Laundering/Countering the Financing of Terrorism/Countering Proliferation Financing (AML/CFT/CPF) curriculum. This role involves applying learning theories, instructional design models, and utilizing modern tools to create engaging content such as videos, quizzes, storyboards, and interactive activities. The position is based in Paris, France, and requires collaboration with international subject-matter experts and partner organizations.
Why It's Important?
This initiative by the OECD and FATF is crucial for strengthening global financial integrity and security. Effective training in AML/CFT/CPF is vital for preventing illicit financial flows that can destabilize economies and fund criminal activities, including terrorism. For the U.S., which is a key member of both the OECD and FATF, robust international standards and well-trained personnel are essential to protect its financial system from exploitation. The designer's work will directly impact the capacity-building efforts in over 200 countries and jurisdictions, enhancing their ability to implement FATF standards. This, in turn, helps create a more secure global financial environment, reducing risks for U.S. financial institutions and businesses operating internationally. The development of high-quality, engaging training materials ensures that complex financial regulations are understood and applied effectively worldwide.
What's Next?
The OECD will proceed with the selection process for the Learning and Development Designer, with applications closing on November 10, 2026. Once hired, the designer will immediately begin developing and refining the FATF’s training curriculum, focusing on e-learning modules. This will involve close coordination with policy experts from various parts of the FATF Secretariat and member countries. The new training materials will be deployed to public officials globally, aiming to improve understanding and implementation of AML/CFT/CPF measures. The FATF will continue to monitor and evaluate the effectiveness of these training programs, using learner data to make continuous improvements. This ongoing effort will contribute to the global fight against financial crime and enhance international cooperation in this critical area.
Beyond the Headlines
The recruitment of a Learning and Development Designer underscores a broader trend in international organizations: the increasing reliance on sophisticated educational tools and methodologies to disseminate complex policy and regulatory information. This shift from traditional, static documents to interactive, engaging e-learning reflects an understanding that effective knowledge transfer is key to successful policy implementation. For the U.S., this means that its efforts to combat financial crime are supported by a more capable global network of practitioners. The use of AI in designing learning materials, as mentioned in the job description, also points to the integration of advanced technology in international governance, potentially setting new benchmarks for how global standards are taught and adopted. This proactive approach to education is critical in an era where financial crime methods are constantly evolving.
