Ukraine is at risk of losing approximately 7.35 billion euros in international financing due to unmet reform commitments, according to the RRR4U consortium of think tanks. The unfulfilled commitments are part of the Ukraine Facility and Ukraine Support
Loan programs. In 2025, eight unmet commitments resulted in a potential loss of 1.93 billion euros, with a critical risk of losing 280 million euros due to staffing issues at the High Anti-Corruption Court. Additional unmet requirements include amendments to civil service legislation, a new National Risk Assessment, and streamlining permitting procedures for renewable energy investments. The second quarter of 2026 saw the highest number of delays, with seven unmet indicators putting 3.12 billion euros at risk.
