The United Nations Office for Outer Space Affairs (UNOOSA) has launched the UN-SOCH (Satellite Operator Contact Hub), a 24/7 emergency escalation directory for verified satellite operators worldwide. This initiative addresses a critical logistical gap
in space traffic management, particularly as orbital safety has declined significantly. The 'CRASH Clock,' a metric developed by researchers at the Outer Space Institute, indicates that if all satellites in low Earth orbit (LEO) lost maneuverability, a collision would likely occur within 2.2 days, a drastic reduction from 164 days in 2018. This compression is attributed to the rapid increase in orbital objects, with over 15,000 objects currently crowding Earth's orbital corridors and approximately 11 new satellites launching daily. Commercial megaconstellations, such as SpaceX's Starlink, which now exceeds 10,000 satellites, perform hundreds of thousands of avoidance maneuvers annually. UN-SOCH aims to facilitate communication between operators to coordinate collision avoidance, a step previously identified as a major challenge.

A major collision could lead to a cascading effect, known as the Kessler syndrome, rendering parts of LEO unusable and causing billions of dollars in economic losses to the space economy. By providing a 'phone book' for satellite operators, UN-SOCH directly addresses a significant logistical hurdle, enabling timely coordination of maneuvers and reducing the probability of catastrophic collisions, thereby safeguarding vital space infrastructure for various U.S. industries and national interests.

UNOOSA is calling on all satellite-operating entities globally to join UN-SOCH, and Member States are urged to encourage their national operators to register. The effectiveness of the hub will depend directly on the level of participation, especially from operators of large and rapidly growing constellations, including those from China and Russia. While UN-SOCH solves the communication problem, it does not address underlying issues such as the accuracy of conjunction data, the willingness and technical ability of operators to maneuver, or the problem of untrackable debris. Future efforts will likely focus on increasing participation, refining communication protocols, and potentially exploring mechanisms to encourage compliance, given that participation is voluntary. The international community will continue to grapple with the absence of a binding international space traffic management treaty, making voluntary initiatives like UN-SOCH critical interim solutions.

The increasing reliance on commercial megaconstellations, coupled with the lack of a comprehensive regulatory framework, creates a complex environment where the actions of a few can have global consequences. UN-SOCH represents a pragmatic step towards managing immediate risks, but it also exposes the urgent need for more robust, legally binding international agreements to ensure the long-term peaceful and sustainable use of outer space.
