comes two years after the implementation of the Strengthening Organic Enforcement (SOE) rule, which mandated certification at every stage of the organic supply chain to combat fraud and build consumer trust. While SOE improved traceability, it also led to complaints from growers and handlers regarding excessive and cumbersome record-keeping, particularly impacting small-scale, diversified growers who often lack the staff for compliance. The new common organic system plan is designed to streamline certification by providing a standardized framework, replacing fragmented, agency-specific paperwork. Jennifer Tucker, USDA deputy administrator of the National Organic Program, acknowledged that some certifiers had been over-interpreting regulations and that the previous template on the USDA website did not reflect updated rules.
