What's Happening?
The Asian Development Bank (ADB) has committed financial assistance totaling US $305.75 million to Nepal for the upgrade of three major highways: the East-West Highway, Prithvi Highway, and Karnali Highway. This comprehensive package includes a $285 million loan
from ADB's ordinary capital resources, a $20 million grant from the Asian Development Fund's thematic fund for regional cooperation and integration, and $750,000 in technical assistance from an ADB special fund. The project aims to significantly enhance travel efficiency and safety along these critical transport and economic corridors. A substantial portion of the funding, $245 million, is allocated for the expansion of the Narayanghat-Hetaunda road section, with an additional $30 million for the Mugling-Ambukhaireni section and $10 million for improvements on the Karnali Highway. A key component of the upgrade includes the construction of a 2 km viaduct in the Tikauli forest, funded by a $20 million grant, designed to facilitate wildlife movement and prevent accidents.
Why It's Important?
This investment by the ADB is crucial for Nepal's infrastructure development and economic growth. The upgrades to these highways are expected to improve connectivity, which is vital for regional trade, tourism, and the general public's mobility. Enhanced road safety will reduce accidents, while the integration of disaster and climate change resilience measures will protect infrastructure from future environmental challenges. Furthermore, the project's focus on wildlife habitat protection, particularly through the construction of the Tikauli forest viaduct, sets a precedent for sustainable infrastructure development that balances economic needs with ecological conservation. This initiative demonstrates how large-scale transport projects can be designed to support biodiversity and promote inclusive economic growth, serving as a model for other developing nations facing similar challenges.
What's Next?
Following the approval, the project will proceed with the expansion of the Narayangadh-Hetauda section of the East-West Highway, which is part of the 'South Asia Subregional Economic Cooperation' (SASEC) Highway Improvement scheme. This section, currently two lanes, will be expanded to four lanes, with contracts already initiated for its upgrading. The construction of the 2 km viaduct in the Tikauli forest, a critical element for wildlife conservation, will also commence. This viaduct, estimated to cost around Rs 4 billion, will feature 67 pillars spaced 30 meters apart, allowing wildlife to cross safely beneath the road. The implementation of these upgrades is expected to significantly improve the quality and capacity of Nepal's road network, fostering better regional trade and safer travel conditions.
Beyond the Headlines
The ADB's funding for Nepal's highway upgrades extends beyond mere infrastructure development; it embodies a progressive approach to integrating environmental sustainability with economic progress. The inclusion of a viaduct specifically designed for wildlife passage in the Tikauli forest highlights a growing recognition of the importance of biodiversity conservation in large-scale development projects. This initiative addresses the critical issue of human-wildlife conflict, particularly in areas where major transport routes intersect with ecological corridors. By ensuring safe passage for animals, the project mitigates the ecological impact of road expansion and promotes a more harmonious coexistence between human development and natural ecosystems. This integrated approach could influence future infrastructure planning in other regions facing similar environmental pressures, setting a new standard for responsible development.
