What's Happening?
The U.S. Department of Agriculture (USDA) has announced a second payment under the Emergency Commodity Assistance Program (ECAP) for the 2024 crop year. This payment aims to support agricultural producers facing increased input costs and declining commodity prices. The USDA's Farm Service Agency has already distributed over $8 billion of the authorized $10 billion in ECAP assistance. The second payment, equal to 14% of the gross ECAP payment, brings the final payment factor to 99%. Payments are calculated based on acreage rather than production, with a 50% calculation for acres reported as prevented planted. The announcement was made by U.S. Secretary of Agriculture Brooke Rollins at the Ag Outlook Forum in Kansas City.

Livestock producers impacted by drought and wildfires have until October 31, 2025, to apply for additional assistance.
