What's Happening?
The Housing Authority of the City of Asheville (HACA) has announced a significant restructuring plan that will see its workforce reduced by more than half over the next 18 months. This decision comes as the agency seeks to address financial challenges
and refocus its efforts on providing affordable housing. Currently, HACA employs 112 full-time workers and 27 resident stipend employees. By the end of 2027, the full-time workforce is expected to shrink to fewer than 50 employees. The restructuring aims to generate annual savings of about 2% of the agency's $55 million budget and restore cash reserves to 2023 levels. HACA plans to outsource services such as human resources, communications, maintenance, and inspections while retaining employees with expertise in affordable housing operations, compliance, development, and asset management.
