The North Dakota Auditor's Office has identified significant oversight issues at Valley City State University (VCSU) concerning tuition waivers. An audit revealed that the university lacked proper documentation to verify the eligibility of students who
received these waivers. Over the fiscal years 2024 and 2025, VCSU awarded more than $190,000 in cultural diversity waivers and over $73,000 in its rural teacher support program. However, due to missing documents, the auditor's office could not confirm the eligibility of the students who benefited from these waivers. The university attributes these issues to human error, staffing transitions, and inadequate records retention practices.
