What's Happening?
Southern Water has initiated the procurement process for a £84 million pipeline project aimed at improving drought resilience and protecting chalk streams between Andover and Winchester. The project, known as the Andover Link Main (ALM), involves the construction of a 25km pipeline designed to facilitate a two-way transfer of up to 15 million liters per day between water zones. This initiative is part of Southern Water's Water Resources Management Plan, responding to Environment Agency requirements to reduce water abstraction from the rivers Test and Itchen, both designated as Sites of Special Scientific Interest. The project is expected to be completed by March 2030, with the contract running from June 2026 to March 2030.
Why It's Important?
The pipeline project is crucial for enhancing drought resilience in the Andover Water Resource Zone, which currently lacks connection to broader infrastructure. By reducing abstraction from protected rivers, the initiative supports environmental conservation efforts and complies with legal obligations under the Water Resources Act 1991. The project also represents a significant investment in regional water infrastructure, potentially benefiting local ecosystems and communities by ensuring a more reliable water supply during periods of drought.
What's Next?
Southern Water plans to appoint a single tier one contractor to oversee the project, with subcontracting for specialist elements. The procurement process requires interested parties to submit requests by October 27, with the contract award scheduled for May 2026. The project will undergo further design finalization before the Invitation to Tender stage, ensuring compliance with environmental consents and planning conditions.
