What's Happening?
Missouri Governor Mike Kehoe has announced that Budget Director Dan Haug will retire on October 1, 2026, after 11 years in the role and 31 years of service to the state government. Haug began his career in 1995 as an economist for the Office of Administration's
Division of Budget and Planning, later serving as director of the Senate Appropriations staff and director of administration for the Department of Mental Health before being appointed budget director in 2015. He is noted as the longest-serving budget director, having worked under four governors. Governor Kehoe praised Haug's integrity and understanding of the state budget. Upon Haug's retirement, Trevor Foley, the current Director of the Missouri Department of Corrections (DOC), will assume the role of budget director. Foley has over two decades of experience in state budget analysis and management across both executive and legislative branches, starting his state career in 2000 as a budget analyst for the Department of Corrections.
Why It's Important?
The transition in Missouri's Budget Director position is significant for the state's fiscal management and policy direction. Dan Haug's long tenure provided stability and institutional knowledge, guiding the state through various economic conditions. His departure marks the end of an era of consistent leadership in budget planning. The appointment of Trevor Foley, with his extensive background in budget analysis and management within both legislative and executive branches, signals a continuation of experienced leadership. This change is crucial as the state navigates future financial challenges and aims to 'right-size' state government, as articulated by Governor Kehoe. Foley's experience in the Department of Corrections also brings a unique perspective on resource allocation and operational efficiency, which could influence how state funds are managed across different departments. The Division of Budget and Planning plays a central role in advising the Governor and the General Assembly on fiscal matters, making this leadership change pivotal for Missouri's economic future.
What's Next?
Following the announcement, Trevor Foley will transition from his current role as Director of the Missouri Department of Corrections to Budget Director upon Dan Haug's retirement on October 1, 2026. An announcement regarding the appointment of the next director for the Missouri Department of Corrections is expected in due course. Foley will be tasked with implementing Governor Kehoe's vision for fiscal discipline and growth, working with the Division of Budget and Planning to analyze budget policy issues and provide fiscal information to various state and federal agencies. This transition period will likely involve a handover process to ensure continuity in the state's financial planning and management. Stakeholders, including state agencies, the General Assembly, and the public, will be observing how the new leadership approaches the state budget, particularly in light of ongoing efforts to optimize government spending and ensure long-term financial success for Missouri.
