The Sterling Heights City Council has approved a $2.03 million contract with Harvest Solar for the installation of rooftop solar arrays on four municipal buildings: City Hall, the police department, the public library, and the community center. This initiative
is projected to save the city over $5.4 million in energy costs across three decades. The project's net investment of approximately $1.02 million will be covered by city capital reserves, with federal clean-energy incentives from the Inflation Reduction Act's Section 6417 funding the remaining half. These incentives allow tax-exempt city governments to receive direct cash payments from the IRS, equivalent to 30% or more of qualifying costs. Construction is anticipated to conclude by late 2027. The city expects to save around $107,500 in electricity costs during the first year, with a projected payback period of about 10 years. The combined solar arrays are designed to offset approximately 30% of the city campus's electricity consumption, generating about 613,000 kilowatt-hours annually. Specifically, the community center's new system is expected to cover about 46% of its power usage.
